The plan says its own progress will be tracked across twenty indicators, set out in Annexure 14. We read them line by line. Baseline values and 2047 targets are not available for all of them. A monitoring framework whose indicators do not all carry a baseline or a target can report movement over time, but not yet whether the plan is on track. 3.2 crore for 2047 is extrapolated from MPD-2041 projections built on Census 2011. Baseline studies and public consultation happened in 2020; the draft went out for objections in June 2021 as MPD-2041; the Board of Enquiry heard representations from October 2021. The gazette records that over 34,000 objections and suggestions were considered by a Board of Enquiry and Hearing, and its recommendations incorporated. 401 MGD of water needs three interstate agreements and three upstream dams. Air quality is described as substantially regional. Housing is to come largely through land pooling and TOD, both voluntary.
